Cool Ned
Ned Buntline was one of the wealthiest authors of his day, writing for the papers as well as dime novels, and even inciting a riot or two. Ned Buntling I can only assume is a pseudonym that trades on the former's reputation, since Buntline had died a decade earlier in 1886. That, or it could possibly be a posthumously re-worked piece.
Typical dime novel fare, whatever the case...
The Gem Library - "Cool Ned, The Cyclone" by Ned Buntling, Vol.III, No. 1, April 4, 1896 issue.
