Yes, that is the name. In the old days the shipping route went through Leiden, so this bridge had to open more frequently.

The s is mostly used as a possessive form, although in Dutch the apostrophe is only used for words ending on vowels which can cause pronounciation problems if there was no apostrophe. So it is "Michiels auto", but "Anna's auto". The s you refer to is related to the possessive s, but it is called a "tussen s" or "in-between s". It is written because in some composite nouns a s is heard in pronounciation. Some composite nouns can indicate possession, so the possessive s doubles as a in-between s.

The Blauwpoortbrug can be written with or without the s. The bridge was named after the city gate which stood on the right of the bridge (see pictures above). That city gate was demolished in 1734.
