Individual tax seal

Normally a box of tabacco products has a tax seal, stating the amount and the selling price. This cigar has an individual tax seal, so that it can be sold individually, for instance in bars and restaurants.
You cannot legally sell it for more than the stated price, or you would be evading taxes.
