Using my 'Sherlock Holmes' junior detective outfit,...complete with cape - pipe and a pocket inflatable Dr.Watson,.. ,. I deduced that it's a building brick tied to a fence post.

Wrong… you want to know or you keep searching? A clue: Monte Gordo is a fishermen village too…

I have only ever seen the sea at Monte Gordo as calm and peaceful and clean never having been out of the summer season, so an eye opener for me. Good image complete with blueish rope!

Most of the time it is as you described, but sometimes in winter we have some tempests… If you know Monte Gordo it is the Dunamar hotel that was hit by the lightning Sunday evening

It's always worth doing a bit of beach combing after a storm.............what a great find...........and how awesome to find some blue rope attached. It's almost as if someone wanted you to find it..!! It looks like it may have been used an a makeshift anchor or maybe a mooring block. Either way it wasn't strong or heavy enough.

Did you notice the red bits in the blue rope............that is called "rogues yarn" a yarn of distinctive color, material, or twist, laid in a strand or strands of a rope to identify the owner or the maker.

I went today and found some more, still on the cam’s memory card…

The answer is in this photo, fishermen use them to mark ownership but also flag colors and combination as you can see in this not very good photo:

Monte Gordo, End of day

These flagged poles and floaters are used to mark the position of traps, nets…
Didn’t knew what it was called in English before you told me, don’t know if there is a special name in Portuguese…

Obrigada for info, Keith, bem haja
