I don't think it's a wasp nest.............they usually have very distinct patterns on the outside and this doesn't. My guess would be an insect gall of some sort............but I'm no expert.

An interesting capture Isabel it's difficult to guess the size of the hole but I have seen oak apples with little hole the work of the Oak apple gall may be something similar
