The iridescent colors create a rainbow-like effect by the diffraction of sunlight on the ice crystals of a cirrus cloud. The sun is on the left here.
When the sun is low in the sky, such as at sunrise or sunset, the light has to penetrate more of the atmosphere. This can scatter the blue wavelengths and highlight the warmer colors such as orange, pink and red that are reflected in the ice crystals.
