We ended up riding on the benches rather than on the horse because he got scared. :-) I managed to convince him (I had just spent $7 for both of us to go on the ride!) that the pretty carved bench would let us go around but we wouldn't go up and down like on the horses. He was good with that. By the end of the ride, he realized the horses only go up and down and don't actually move. He wanted to go on the merry go round again but I distracted him with promises of food!
