I'd love to know the story of this photo. It's so unusual to see elephants in the city. Most zoos in the US will not let the keepers in with the elephants due to liability concerns.

What I read is that Berlin is switching from the old “walk right in with the elephants and hope for the best” system to the new “solid barrier, thanks very much” system, helped along by changing attitudes and the occasional horror story. In the U.S., that switch got a big boost every time a lawsuit reminded zoos that five-ton animals plus humans equals very expensive court cases.

Give it a bit more time, and European and American zoos will basically look the same: big sandy paddocks, fake rocks, lots of “natural habitat” talk, and keepers safely on the other side of the fence.
