Zeer interessante foto,Graham! Beste wensen Frans....

The radio in this photo was a commercial VHF FM 25W one, from the 70s. An ambulance radio would have been in the 70 - 80 MHz band. I don't know much about it as I didn't get to repair any when I had a two-way radio shop in the late 80s - early 90s. This radio is too new to have been used in this ambulance.

We have 40 ch 27MHz, the same as the USA, and 80 FM 477MHz with 5 watts or less for hand portables. This UHF one was originally 40 ch but has in recent years been changed to 80 ch by making the channel spacing 12.5KHz instead of 25KHz. The first models of the 477MHz system were made by Philips but now there are many suppliers. Most people who need cheap two-way radio use these. 27MHz mainly seems to be used by radio enthusiasts and people trying to be a nuisance.
