Rachel is best know as being the nearest location to Area 51, which is assumed (by some) to be the location of UFO's captured or found in the U.S. The proximity to Area 51 is the reason that NV375 is know as the "Extraterrestrial Highway"

It's now known that Area 51 has been the site of testing top-secret aircraft (the Blackbird, the Stealth), and they were the source of lots of "UFO" sightings back before they were publicly acknowledged. That's at least part of the reason for the name.
