Cokin Neutral Density Graduated Filter No2 can be slid up and down and from the horizontal to line up with the horizon. The bottom half of the filter is clear, and the top half grey.

Early Christmas present was strapped on to the front of my 17-55mm Canon lens, with a Grad 2 and Grad 3 Neutral Density Cokin Filter. Handicap is that you need a relatively flat horizon to darken just the sky, without also darkening tops of trees sticking above the skyline.
