This looks like a wild Pyracantha....only they have their berries in autumn. Maybe this is a cardboard replica, or you photographed it in the southern hemisphere?

Thank you for elaborating, Cheryl. Pyracantha shrubs and Cotoneasters have the same differences as they are both members of the Rosaceae family. There must be something in the soil up there to make them have autumnal berries in March ;-)
