Is that a monument or a foundation for something like a radio mast that no longer exists?

Hi Steve, its a triangulation point originally erected all around the UK by the Ordnance Survey and is used for surveying. Each one is in line of sight of at least two other such points and so form a network that can be used to accurately plot any point in the UK. Much more info on them can be found on Wikipedia here
