You'll have to tell us your secret then. Repeated thawing and freezing here creates lots of work repairing roads and sidewalks.

No secret. Just a town with no adequate budgets for anything. It's not that the roads, bridges, etc don't need repair, it just doesn't get done. But, I was shocked last year when a circa 1930s concrete RR bridge across a downtown busy street was rebuilt. It was actually dropping chunks of concrete onto the street below - for years! Re-bar and other metal was rotten from rust, it was shameful and dangerous.

So peeling paint, rotting windows and mortar, rusting metal, potholes...much of it is left that way until the entire structure starts to collapse. That applies to public as well as about 1/2 of private properties. It's a peculiarity I noticed when I moved here and it's evident in my own apartment building.

Hm. Sounds fishy. There are places in Canada (no names, no packdrill) where contracts are awarded for repairs but they're never carried out. If you get my drift.
