Classic 1970's CL&P with 15kV-rated A.B. Chance "radio-free" insulators. U.S. 7 nearby I remember had poles of this specification until the complete rebuild.

Lots of this type of construction is still extant in South Britain (Southbury) along Connecticut Highway 172--you may want to give it a look some time.
