ATC "Budgie 3" (ex)

The uppermost layer is "Distort: Polar Coordinates", set to 40% and re-positioned with Transform. Under that is a 70% opacity layer of "Distort: Glass" with the Frost option, in Hard Light mode. Followed by an unaltered copy of the image. There's also some blending with Eraser, and some spot usage of the Dissolve and Luminosity modes.

The figure/chair and background are each done in different sizes of the "Artistic: Palette Knife" filter. (Both at medium opacity.) Underneath them is an 80% opacity layer of "Texture: Texturizer" using the Burlap option, Multiply mode. Some bits of a duplicate layer run through the "Artistic: Paint Daubs" filter were added over that, using Clone Stamp. Other miscellaneous changes.

Upper portion was run through "Distort: Spherize," then "Artistic: Dry Brush." It was worked further using Liquify, Copy, and Transform. The hand and its surrounding area got a very low setting of "Sketch: Torn Edges" (b&w) in Linear Light mode. Other adjustments and changes.
