It was next to a stand for a military veterans charity.
The name under the "cockpit" is Captain Albert Ball, VC,DSO,MC,RFC who was a RFC "ace" in WW1.

The post-nominal letters are VC - Victoria Cross, DSO - Distinguished Service Order {and two bars}, MC - Military Cross and RFC stands for Royal Flying Corps, the predecessor of the RAF.
