CoLC - Tobacco duty / packet price

The rise in the cost of cigarettes.
A lot of this has been due to increases of the duty paid on tobacco.

In some ways this is an easy tax ... it helps fund the NHS, and sadly, smokers take up a lot of resources, and virtually all chancellors have raised it.
