UKR[23] - spent ru55ian cluster bombs that hit civilian areas in Kharkiv

Spent munitions collected from Kharkiv - most of these ru55ian rounds are actually cluster bomb casings. These discharge "bomblets" which can act as landmines, when they don't explode initially on hitting the ground - the "dud" ratio.
Use of these weapons against civilian areas can be considered a war crime.

USA's "dud" ratio is about 2% vs the 30-40% that ru55ian weapons, if you map the area you used these weapons over, the "mine clearance" required is less of a problem.
