I'm not entirely sure I agree with the use of English here. I think there is too much room for ambiguity. Perhaps better, 'Welcome to Stafford the county town of Staffordshire', or better still, because more succinct; 'Welcome to Stafford, county town'.
I know I'm being pedantic!
But, Welcome to the county town of Stafford can mean, welcome to this town which is the county town of Stafford. Therefore another town altogether! Or worse, 'I'm a foreign tourist. I have no idea what the county name is. The sign doesn't tell me'. Very confusing!
