The building is Haydarpasa Railway Station in Istanbul.
It was a major hub of transport in Istanbul since its construction in 1872 - before it was closed for renovation in 2013, it was the largest and busiest rail terminal in the Middle East.
The castle-like building of today was constructed in 1909 by German architects, and it is an imposing edifice and familiar sight on the Asian waterfront of the Bosphorus.
Maybe this kind of buildings have a strategic importance, so scaffolding around them most of time...
