Most of the Ocotillo we saw in southern California were not in bloom, but near Mastodon Peak in Joshua Tree National Park we found a few plants blooming.

Starting to bloom? Those look mostly like buds to me. I remember these plants well. This is a fun photo of it - feels like the bloom is so much bigger than it is, but rightly so as they are amazing plants.
