I'm sure Steve will correct me if I'm wrong, but the "man standing on the roof" isn't on the roof but is a statue on a plinth between the shed and the Ports Authority building. It is a statue of C.Y. O'Connor who designed the vast harbour of Fremantle and also devised and in the 1890s oversaw the construction of the pipeline which carries water from the Mundaring Dam outside Perth to Kalgoorlie some 600 km away, the only means of transporting water other than horse and cart. He is one of the most important figures in Western Australian history.

A wonderful story. Unfortunately rouge 'tradesmen' are everywhere. You need to watch them like a hawk!
And I do see a few fences in the picture, notably on top of the radio tower...
