Decked out for Halloween

There is a small street in Romeo (where we used to live) that attracts thousands of people from many other parts of the state to admire the decorations. Residents in the street got together one year and decided to make it mandatory to decorate your home if you live there, that is ridiculous, I think, especially because the home owners do not get reimbursed for such expenses.
