Landscape, first recorded in 1598, was borrowed as a painters' term from Dutch during the 16th century, when Dutch artists were pioneering the landscape genre. The Dutch word landschap had earlier meant simply “region, tract of land” but had acquired the artistic sense, which it brought over into English, of “a picture depicting scenery on land.”

Does anyone think that pictures of water and sky sceneries fit into the groups intent?

since the advent of groups here- there are many and some do not have specific requirements. There are groups for sunsets, clouds, water, reflections etc. Unless the moderator decides to limit or have to approve the photos before they are put into the group then it is open.
For me, the landscape group should be mostly land, with the concentration on that and not water or sky.

IMHO, you may have a point about the inclusion of too much water in an image stretching the definition of a landscape, but I'm not so sure about sky. Obviously, if 70% plus of the image is sky then you could legitimately say that it is not a landscape. However, living where I do on the Thames estuary in the UK, the landscape is flat and wide open. As such, I've always felt the sky is an important element in any of the landscapes I shoot. The changes in the seasons and the weather influence the mood and feel of a location. The marshland along the estuary looks very different on a bight winter's day the it does on an overcast autumn one - to my way of seeing things, the sky becomes a part of the landscape...
