It was written in the rules, but we never applied it, because we never had 20 votes on the same duel (rules came form flickr's duel group...).
When there was life in the group, we waited for 2-3 weeks without a vote to close a duel

pourquoi pas finir ce duel alors ? ... hmmm - c'est attendre
trop je penses . maintenant il y sont presque 2 semains depuis
