Is this an oak leaf? If yes, the gall-former could be caused by Cynips quercusfolii (Eichengallwespe, gall wasp). If not, there seem to be more than 10 000 other possible 'suspects'. So, for non-biologists almost impossible to tell...:(

yes it is an oak leave - but i do not find in wikipedia the round ball under gall wesp
