In my opinion it is difficult to judge 'real' street photography from 'not real' street photography. But as I said, I agree with the original poster of this thread that many photographs in this pool I would not regard as street photography.

I'm thinking also to maybe create a new group named "Real Street Photography" and to administrate it myself (with other volonteers if possible). The rules would be something like: street, people, no backs, and no tele-lens. And I intend to systematically erase the pictures that do not conform to these rules.

Anyway a heavily moderated group might be the way to go... for instance by having a discussion thread for photos that are disputed. In such a thread such photos could be openly discussed and everyones opinion can be heard before a photograph is considered as valid and let into the pool...

But I was not thinking at a heavily moderated group, but rather a heavily post-cleaned group. To clean the group once a day, and if someone is not happy with the cleaning, he can always post in the Discussions why he disagrees. Administrators and moderators would be very happy to explain there choice. It's always good to speak and explain about what is our goal and what is Real Street Photography.
I will wait one or two days, and without answer from the administrators of this group, I will start the new group. Are-you ok to help me to administer and clean the new group, if we go this way ? Is anybody else interested ?
And it will be great if you can help me to moderate this group.

as Ulrich said, heavily moderated group might be the way to go.

But I still think, to move a questionable image somewhere instead of rigorously 'deleting' it might do a better job as from discussions all members can learn what typically is considered street photography in this group.
I mean: I am sure even a group of moderators will have different opinions of what can be kept and what should go...
I know it is a time consuming task but it might be a great result in the long run..
next step, is it a good idea to change the open submission to moderate submission ?
I don't know if we can move the refused images to somewhere else ! maybe I shall write a small script to do that!! hrmmm I need to think little bit !

- open a discussion thread,
- post the photo into the discussion thread and
- state why he thinks respective photo is a street photograph
