You seem to be right in general, it is a radome, which is a mostly military used device. But radomes are also used for such usual purposes as to protect antennas from ice. This one is part of the Erdfunkstelle Raisting, which was formerly used by the state telecommunication company Deutsche Telekom and is now owned by the American company "Emerging Markets Communications Inc. (EMC)", which provides telecommunication for humanitary NGOs and the UN. The radome itself isn´t used any more, it only stands there as an architectural monument. You can even go inside.
