We saw several of these boards in China, this one in Xian. In Chinese customs, red signifies good fortune. As it was explained to us, people put these red tags on the board and make a wish for the future.

Red is indeed the colour of luck. The money envelopes for New year are red..and red coloured things are given for weddings etc.
