A short term exposure (1/8000s) might be an alternative plan approaching the roaring waters in case there is no ND Filter for long term exposure.

My fastest camera shoots at 1/1000 sec.
If I shot at that speed, would the woman still be wearing black?

Yes, because an isotropic and homogeneous space can be described by the metric:
dl^2 = \frac{dr^2}{1-\kappa\frac{r^2}{R^2}} + r^2d\theta^2 + r^2\sin^2\theta d\phi^2.

Wow, the short exposure on the high speed water certainly gives a different and very effective result. Nicely taken indeed.
