Are those little red-orange floats holding up a weir-sort of thing that keeps junk in the river from drifting under the bridge and jamming up?

I was standing on a bridge crossing the dam. When the hydro power station is in use, it will easily suck any suicide candidates under water. So, this is a safety line in case one comes into second thoughts...

I'm not 100% sure about this, but surely that is one reason to have it there. It of course also stop some of the floating garbage a well, but for that there's a grate right in front of the water intake.
