how you did it btw? (my ps skills are none and i'm really curious :))

Original: hi-key (i.e. overexposed against white background) shot.
Post-pro: selected eye and inverted the selection; made a mask; duplicated and blurred 4/5 times the layer in screen mode to exaggerate the hi-key effect (diminishing every time the dimensions of the selection); combined all the layers and applied a radial blur
This is a test and I was't precise
