Yes, that's my dad. This was the only photo I have that fit the theme. For several years in the late '50s and early '60s, he was invited to be master of ceremonies for the annual awards show for the Chicago PD. The guy in the suit is Richard J. Daley, long-time mayor of Chicago and Democrat "kingmaker", who reputedly ensured enough votes for John Kennedy in Cook County to carry Illinois and thereby gain the presidency in 1960. Daley's son, Richard M. Daley, also served as mayor from 1989-2011, leaving office after holding the job one year longer than his old man. Another of the elder Daley's sons, Michael, was Chief of Staff for President Obama.
