I am not an expert, but I think that a mooring vessel places and maintains buoys. Some buoys are used to tie ships to. Mooring is the term used when securing a ship to a fixed object. That can be a quayside or harbour wall or a buoy that is anchored to the seabed. Other buoys are used to mark safe routes or dangerous objects like sunken ships.
Cameron was built in 1991 for the Royal Maritime Auxiliary Service, which supports the Royal Navy. It was acquired by Briggs in 2004.
