I discovered that Sarkozy had also introduced this ignominy in France. Private for-profit prisons. They hardly communicated on the subject. I heard about it in a novel by Titiou Lecocq, Les Morues, where a character, member of Sarkozy's party, UMP, suggested to privatize... the sidewalks;)
