Nice shot! I like these old-time subs with the black transformers. Looks like this one puts out three 4.16 kV circuits. Is it fed off of 69 kV transmission?

Yup. Both this one and the other 4160V sub a few blocks east.

This town must have a nice, healthy 4160 V system if it is fed off of two 69 kV subs.

It's just the downtown area served from a 4160V system, then the rest of town has what I think is 13.2kV and then rural areas to the northwest looks like 24.9kV.
