Nice pic of that unique installation. Quarries can definitely be good hiding places for interesting electrical stuff. To me the design looks similar to older coop design substations I've seen.

We have a pretty extensive 13.8 kV distribution system around here, but no substations fed from it. Most of it is really boring, actually.

From closer study, it's looking like the upper of the 2 circuits leaving to the left is 13.8kV and the lower is 4160V, then there are at least 2 internal risers in the sub. The 4160V overhead goes 2 spans to a riser while the 13.8kV turns a corner and disappears into the quarry and lands into a substation-type structure.
