Looks like Xcel finally got around to fixing up Pole #634 - www.ipernity.com/doc/ndlinegeek/18862101.

The April 2013 ice storm caused a fair amount of damage to Xcel's SD and southwest MN systems, including this line. This pole is on a short segment between an East River 69kV line and a substation nearby; Xcel rehabilitated this section and removed over 20 miles of long-idle 69kV line (leaving only the distribution circuit underneath) that same summer.

Is Xcel yukking this entire 69kV line, or are they just re-doing the poles with busted crossarms?

Dunno about the retired part but the usable part is almost finished rebuilding to this spec.

While I'm used to seeing them do this in my area, I've also seen some new wooden crossarms here and there as well.

Yeah, it seems they used the old spec until recently. There are a couple newer poles on the 69kV system in town with sky yuk posts and a couple more recent replacements with this spec.
