Yes, it seems that the posts were too big to put side by side so they laid a strap over the arms to support the single 115kV post.

NYSE&G does that a lot on their 34.5kV distribution. I've got a few shots of that construction someplace--I'll have to load 'em up for ya some time.

Originally it was 69kV over 41.6kV. It was quicker to just leave it as is than trying to get Minnkota to realign their line to go under the upgraded line.
