Seeing the thumb, I was thinking it must be such a portugese tile (https://en.wikipedia.org/wiki/Azulejo) I never saw in original. A saint or a priest holding a book? After opening the image the first thing my eyes could fix were these uniform office windows at left - they are not just pattern like on the thumb. And the saint or priest isn't one, but obviousely a lady; no book but a further window ... and finaly the nightly street scene in the middle. No not at all an azulejo ...
And except that "stupid" office tower, I do not have any idea how it works - but greatly it works. Without any doubt.
