I suspect this is additional wiring installed in an old house converted to business use, Bergfex.

It's wiring, I should think, George -- outdoor plumbing just doesn't work in this climate. It's an old building (by Canadian and Australian standards) and I suspect this wiring was installed for various businesses that set up in it. Putting it outside may have been the easiest way to get approval. Or something like that.

This is probably vinyl, Fred. Toronto building was mainly brick before 1908, then that year the city nearly burned down and wooden houses were banned.

It looks too pretty to be wood, too.
