One of these unexplainable shots, why it came out the camera this way I have no idea. I have not edited other than to straighten the horizon and clone out a gulls wing on one edge of the frame. The next two shots were perfect same camera settings but the camera was pointing in the other direction away from the light.

It isn't the light but it is a result of the dynamic range of your camera. The Panasonic has a very small sensor which has a lower dynamic range than dslr cameras with bigger sensors. That means that bright areas in the scene can be beyond the range of the senor which is why the white is blown out. You can use exposure compensation and lower the exposure or use hdr and three exposures to correct this.
