SF downtown construction (#0392)

Completely surrounded by new construction is this old building at 342 Howard in San Francisco. Unfortunately the only information I could find was reference to a restaurant in the building called Town Hall. There must, however, be something historically unique about this building since a 60 story high rise is being built around the building. The sight for the new building even mentions the efforts to preserve this older building, but doesn't explain the history of the building.
