After driving around Kern county and seeing signs everywhere complaining about government interference in agriculture (which wouldn't exist in the valley without government interference), I was surprised to come across an almond process facility that apparently uses solar energy.

Installing solar over a parking lot sounds like a perfect way to use this technology. From what I can gather, though, people are tending to look at solar in the Southwest and California the way people in the middle of the country are looking at wind. It's go big or stay home for them, and going big isn't necessarily the best way to approach either technology. The big solar farms they're plastering over the Mojave won't accomplish nearly as much as encouraging individuals to put a few panels on their roofs. But putting a few panels on a roof isn't as good for some company's marketing.

You've hit on what is an ongoing debate/issue in Southern California. Many see the value in solar over already disturbed land, and it is being done often -- many public schools have solar over their parking lots and many residences (usually wealthier) have it. But its a level of distribution of effort that doesn't seem to be working too well. At the current prices, you have to use a lot of electricity to make the price affordable on a private home (I don't use enough to afford the investment.) And then, various entities (including the Koch brothers and various utilities) are fighting solar because of the loss to their investments in the infrastructure they've already built and/or are developing.
