Depleted Whip-it (nitrous oxide) containers at the redwood grove and picnic area maintained by Mendocino Redwood Company. There seemed to be a high number of destitute and drugged people in the north coast area, possibly due to the high levels of unemployment.

Yes, there are, and lots of them are from Oregon. They move to CA for better benefits. Especially so way north in Crescent City, Weed, Dorris and Alturas.

My impression was that towns on I-5, on both sides of the border, were fairly rough. Alturas, though, is rougher feeling than Lakeview.

Rough, yes, and poorer than most. I've never been to Alturas. Oh - I forgot Tulelake, maybe the poorest and roughest of all.
