This substation fell victim to over $60,000 in damage caused by a cat in November of 2014:

This cat put out a few thousand peoples' Christmas lights this time around! Along with an outdoor 12.47kV breaker and a set of voltage regulators.

I wonder if those fuses were oversized, they probably are to get everything coordinated. In general fuses are a bad idea for transformers due to their limitations, but often very attractive due to reduced cost. If this was a larger sub buss differential might have reduced the damage though.
