This pole's a bit of a brakestomper. They hooked up the transformer to an old oil breaker. Danville Utilities seems to do this quite often.

Note how the breaker was also hung off of the arms with a double-strap bracket.

Typically I'd only see these on 2.4kV and 4.8kV systems--first time I ever saw one for 7200.

Yup... that would've probably originally run a series regulator... You don't see this everywhere... but I've seen it in Georgia, Ohio, and countless other places. If you look closely at the pole, you'll find a photocell somewhere...

That would explain this setup well! So this must be an old series system that was converted over to lights running off of a standard 240/120V secondary in parallel.
