Those brackets are common.

Central Power uses those on certain poles on their 41.6kV and 69kV suspension lines as well - where the suspensions need a bit more room to swing. Never seen a whole line fitted out like so.

All of ITC's (formally DTEs) 120kv towers used these because their unusually short 8 united disk insulators were too short for clearence.
