Yes Orangeburg does have a transmission system. It runs at 46kV and feeds a few subs across town that put out 8320Y. Some of the construction there also suggests there was once a 23kV system--perhaps the predecessor to the 46kV?

DPU also has a few 24.9kv distribution lines right outside of the city. I think they may have been a sub-transmission lines unless they were all 23kv at one time.

They look to have upgraded a few old 8.32kV lines to 24.9kV as well. I don't think Orangeburg will be doing to much of that though, as it's certainly not a town with extra money floating around.
